Administrative Justice Departments regulate disputes between all sorts of governmental bodies -including local authorities and independent units, as well as person in a position of public authority- and citizens. Broadly, this power is vested with the Upper Administrative Court. However, in the field of private law, no action can be initiated with the Upper Administrative Court for common legal issues and matters of negligence.

In Northern Cyprus, a case can be filed with the Upper Administrative Court for matters involving decisions reached by municipalities, public offices, ministries and other administrative bodies, as well as the actions that the public units were legally required to institute yet failed to do so. Upon a formal application, the Upper Administrative Court may fully or partially approve the administrative body’s decision, action or negligence; the Court may also rule null and void the said decisions and acts and declare the results thereof invalid. Finally, the Court may rule that the administrative body must engage in the previously failed actions.
